Kerala PWD Manual: A Guide to the Revised Edition
The Kerala Public Works Department (PWD) is responsible for the planning, design, construction and maintenance of public works such as roads, bridges, buildings and water supply systems in the state. The PWD Manual is the basic document that outlines the functioning of the department and the procedures to be followed by its officers and staff.
The existing PWD Manual was originally prepared in 1972 and has undergone several revisions since then to keep pace with the changes in the administrative and engineering fields. The latest revision was done in 2012, incorporating the relevant government orders, departmental circulars, innovative reforms and best practices in construction technology. The revised PWD Manual has three parts in separate volumes:
Part I: Administrative Provisions
Part II: Work Methodology
Part III: Appendices
The revised PWD Manual covers various aspects of the department's functioning such as duties and responsibilities, human resources and training, IT and MIS, FMS, planning policy, budgeting and funding, GIS, RMMS, safety, environmental management and social impact management. It also lays down elaborate explanation and procedure of the PWD Code, which is the set of rules and regulations governing the execution of works by the department.
The revised PWD Manual is available for download from the official website of Kerala PWD[^2^]. It is a valuable resource for anyone who wants to learn more about the department and its activities. It is also a useful reference for engineers, contractors, consultants and other stakeholders involved in public works projects in Kerala.
Some of the major projects undertaken by Kerala PWD are:
The Kerala State Transport Project (KSTP), which aims to improve the road network and road safety in the state. The project is funded by the World Bank and covers 1,620 km of roads in 13 districts. The project also includes institutional strengthening, capacity building and road maintenance components.
The Kerala Road Development Corporation Ltd (KRDC), which is a fully owned subsidiary of Kerala PWD. The KRDC is responsible for developing and maintaining roads under the Build-Operate-Transfer (BOT) and Annuity modes. The KRDC has completed several projects such as the Kollam Bypass, the Alappuzha Bypass, the Thiruvananthapuram City Roads Improvement Project and the Kannur International Airport Road.
The Kerala Infrastructure Investment Fund Board (KIIFB), which is a statutory body established by the Government of Kerala to mobilize funds for infrastructure development in the state. The KIIFB provides financial assistance to Kerala PWD for various projects such as hill highway, coastal highway, flyovers, bridges, ROBs and RUBs.
